Internationalization or Global University? A debate in light of the Global Constitution and the Earth’s Constitution; [¿INTERNACIONALIZACIÓN O UNIVERSIDAD GLOBAL? UN DEBATE A PARTIR DE LA CIUDADANíA GLOBAL Y LA CONSTITUCIÓN DE LA TIERRA]

Abstract

Internationalization in the Latin American university environment is presented as a standard response to the imperatives of the globalization of knowledge. However, this phenomenon raises the question of the relevance of Higher Education itself in an interconnected world: Should university knowledge serve the development of global problems of humanity and the universal individual, or should the educational policy of governments and university authorities be the standard of international integration? This article attempts to answer this question in light of the literature on the subject and the recent impact of Ferrajoli’s notion of the Earth Constitution on the international legal debate. It concludes on the need to constitute global universities with local administrations to address a) the problems of geographical inequality to knowledge, b) the development of human and artificial intelligences with situational/universality criteria, c) the development of globalization in departments and faculties focused on learning, and d) the development of spaces of inter-institutional competence through the figure of laboratories, centers and institutes. © 2025 Universidad Nacional Experimental Rafael Maria Baralt.
